August 13 was the Minnesota Primary Election, coinciding with the filing deadline for the North Shore Health Hospital Board, Grand Marais City Council, and Cook County District 166 School Board. All positions had candidates that filed except School Board District 4, with the option for write-ins still available on the ballot for November.

On August 17, Cook County resident, owner of Bearskin Lodge, and race director of the Gunflint Scramble Quinn McCloughan announced on Facebook that he would run as a write-in candidate for District 4.

In the post, McCloughan said, "I'm excited to serve our community and help in any way I can to help our wonderful school thrive." He went on to share his family's experience with the school district, adding, "A strong public education system is the backbone of promoting equality in our society, and I would like to do my small part to maintain and grow that system in Cook County."

As to why he is deciding to run now, McCloughan told Boreal Community Media "Running for school board was something that I was interested in doing in the future, but when I saw that no one had filed for District 4, I thought I might as well go for it now. "
